Ring Drama 7: Case CST - Richter has been very profitable at The Ring
Rheinland-Pfalz.
The latest scandal surrounding the Ring is already filling volumes.
Within those you read of void cheques in the millions and escalating costs.
How a finance minister resigned and how a CEO was vitually driven from his job.
But little is known about the company Cash Settlement & Ticketing GmbH (CST).
You could say it's been in the blind spot of the public eye.
But this changes with a trusty audit.
Then CST appears to be synonymous with wasteful spending of taxpayers money - completely out of control.
And with the Auditors expert eye, something seems to emerge, which could be described as "System Kai Richter".
The Dusseldorf born entrepreneur, who at the Ring is claimed to be an instinctive businessman, seemingly has a
sense for Contract developments, from which he profits, while the public provides the collateral
thus bearing the main finacial resposibility.
Obviously at the cost of the taxpayer.
But how did it become a disaster?
The original proposal seemed as simple as it was ingenius.
The Nurburgring was to be run as a cashfree zone.
Visitor were and still do get given a "ringcard", a rechargable cash card, which was to be used within the
Ring premises as currency as well as entrance ticket.
Advantages of this system was that no personell was needed to collect monies from visitors, no hassle with change,
a sleek and automated system that could also document the visitor numbers.
The investment into cashmashines and relevant software would soon pay for itself, was the thought of the Ring managers back in 2007.
Since they expected high visitor volumes.
Advantages for the visitor? Next to none.
Because operators of such cashless systems usually have ulterior motives.
They expected that the visitors wouldn't spend all of the credit on their ringcards and that the remaining credit was just left.
The Ring managers were relying on this, which is documented in the audit before us. But more about this later.
