It harder to get the bike wheel spinning quickly in comparison to the roller skate wheel, but it's also harder to stop the bike wheel from spinning vs the roller skate wheel. Translate this to the car and the flywheel spins up faster when it's smaller and the engine seems more responsive. The engine also puts less effort into spinning the smaller flywheel. The drawback to a smaller flywheel however is that it doesn't store the energy that's put into it by the engine as well as a larger one
You will mainly feel this effect going up hills and starting out in 1st gear. Overall, a smaller flywheel does allow the engine to put to the ground what it would normally have to put into turning a larger flywheel faster so it will help you up top
