The silver car in Monte Carlo is a 1988 concept car, the Aztec by Italdesign. About 50 cars were built in total, so quite rare for you to stumble across one. It's not the most beautiful of cars in my opinion, but it does have an interesting history.
Italdesign is the company of Giorgio Giugiaro, one of the greatest Italian car designer. Italdesign have a great pedigree, being responsible for the design of amongst others:

* BMW M1
* Lancia Delta
* De Lorean DMC 12
* Lexus GS300

Italdesign presented the car at the 1988 Turin carshow and sold the rights to produce the car in limited numbers to Japanese company COMPACT, something Bertone does once in a while too. Concept cars like these are supposedly very popular in Japan...guess it beats collecting model cars. The car is 4WD and powered by a 2.2 liter 200bhp Audi turbo engine. The cars cost 500.000 US dollars at the time. The actual cars were built by the renowned German Audi tuner MTM and presented at the 1992 Monaco Grand Prix.
